Apostle Finley
Apostle Dr. Arcenia M. Finley is the visionary founder of His 2 Obey (H2O) Global Alliance, as well as AMFM, Restored to Pour, and several successful businesses. She is one of the most dynamic and innovative leaders of our time and has been in ministry for over 45 years. Apostle Finley was called to the ministry at a very young age and served faithfully across the country with her mother “The General” Apostle Hoskins-Black. Apostle Finley has been commissioned by God to raise up leaders, ministries, and churches to reach their “SHALL BE.” She stands on the scripture found in Numbers 23:19-20: “God is not a man, that He should lie; neither the son of man, that He should repent: hath He said, and shall He not do it? Or hath He spoken, and shall He not make it good? Behold, I have received commandment to bless and He hath blessed; and I cannot reverse it.” Dr Finley is dedicated to her family. She is a prophet, entrepreneur, and professional who has sacrificed her life to the Gospel of Jesus Christ.
In 2008, the Lord led Apostle Finley to establish H2O Global Alliance to meet the urgent need of properly trained and equipped leaders that would flow with the Holy Spirit in five-fold ministry. H20 covers, mentors and oversees many ministries and individuals around the world.

College of Apostles
H2O has within it a college of Apostles who help govern H2O through wisdom, knowledge and shared understanding in matters of ministry, finance, business and spiritual influence. All recommendations for elevation go through the college as we stand on proverbs 11:14, “For lack of guidance a nation falls, but victory is won through many advisors.” While decisions are delegated throughout the college trusting those whom God has chosen to serve H2O, ultimately our Global Apostle will have final deciding answers as she receives confirmation from God.
